Evolution of Federal Child Welfare Legislation



Introduction

In this lesson, you learn how federal laws influence and guide child welfare casework.  Historic milestones in child welfare policy are reviewed, especially key pieces of federal legislation that form the foundation of today’s child welfare system. Legislation is connected to casework practice through various activities.  

The Indian Child Welfare Act (ICWA) is briefly reviewed in this lesson. ICWA is given special emphasis in a supplemental classroom session. Before beginning this lesson, please read  A Brief History of Child Welfare.

 

Learning Objectives

  • Participants will describe the major trends of child welfare law in the United States from the 18th century to the present.
  • Participants will be able to identify highlights/keypoints from the Federal legislation.
  • Participants will analyze how each policy has an impact on their casework practice.
